Sir,

With reference to Foreign Office letter F 520/51/87 of March 7th last, I am directed by the Secretary of State for Foreign Affairs to transmit, for the observations of Viscount Feel, a copy of a letter received from the Home office, relating to the proposal to control, by King's Regulations, the carriage of opium by British ships from ports in the Persian Gulf.

The Secretary of State sees no objection to taking the necessary powers in the case of these ports, There

British ships are subject to our exterritorial jurisdiction; and he would be glad to know whether the India Office are prepared to draft the requisite regulations.

The non-British ships that visit the Persian Gulf are at present very few in number under five per cent of

the total; but there is a possibility of some slight increase in the future. The Secretary of State doubts whether, in these circumstances, it would be worth while to request the other governments concerned to impose equivalent restrictions; but he would be glad to have Lord Peel'e observations on this point.
